Anneal it first. Its usual to fill tube with sand.

What do you think we did before bending machine, sand load it yes, you would then need oxy acetylene to heat it up sand loaded and bend it on a bench, but like you say spring bend is OK, anneal it well till cherry red, you will need a big torch for 28mm copper and I mean big, about 25mm dia at least, cool it down quickly with water, I hope you are not trying a full 90 bend just offsets, if you want tight offsets keep the annealing to a short length or you will end up with long offsets. The copper will work harden fast on the first pull over your knee, you may need to anneal it again to bend further, make sure the spring is a good fit, if its going to ripple 28mm will certainly ripple. If you try and anneal 28mm with a standard Rothenberg bottle nozzle forget it, also anneal it indoors and wind outside won't cool it and you won't get the tube cherry red and in sunlight you won't know if it's cherry red or not. Sand loading any pipe cooper or steel is not for the untrained. Always used a tripod bending machine up to 1"1/2. Wish I had never sold it on, but came off the tools years ago and would never use it, until now, as I have a bit of 28mm to install. OH 'well second best have to buy the expensive fittings.
Well I bought a spring any way so shall give it a go. It is for a gas pipe so the less fittings the better.
Thanks guys. I shall see how it goes. Hilmor benders are expensive. Don't think my wife will let me buy one:-(
