Does the plastic coating have to be cut off to bend coated pipe or is it possible to use a slightly larger former to achieve a tight radius?
 
Don't think you could get a slightly larger former you could possibly try heating it slightly first ?
 
As far as I'm aware of, plastic coated copper can be bent in exactly the same way in a bending machine as non coated copper. Try bending a cutting first in your bending machine.
 
Cut some cardboard into strips and wrap round the tube to make a tight fit in the former.
