Morning,
Moved house a few months ago and first issue is having a slight leak on tap in kitchen. Went under sink to turn off water and there are four valves I can see as per attached photos. Tried turning all clockwise 90 degrees as per usual but water still coming out of tap. Am I missing something or doing wrong? The metal valve I turned with the flat headed screwdriver is to cold but can’t see a similar one for the hot water, just the plastic valve.

There’s no valves on the kitchen tap eg right hand two pipes that go upto the tap

So combi boiler or copper cylinder?
 
You’re turning the wrong ones, they’re washing machine valves and a garden tap isolation valve, either higher up as Shaun says or perhaps where there’s some round cutouts of the back panel.
