Outdoor water tap not working

Outdoor water tap not giving water. Out of the wall is this strange junction with a turntable square pin. Then a pipe going up towards a tap on the wall. Turning square pin doesn't seem to do anything to help get water through. I have pictures if I can send them.

Any help or advice is much appreciated
