I need to solvent weld a tee into a 40mm waste pipe. The pipe has been painted with what looks like gloss paint. If I sand this off, will I be able to successfully s/weld the tee on?

Thanks for any advice.
 
Yes needs to be totally paint free and give it a wipe with some

Iso alcohol to remove any dust / wet cloth if you haven't any ISO

And wait for it to be totally dry before gluing anything
 
If you use a junior hack saw. by using the back of the blade.
Stick the pipe through the frame and blade and scrap down as if with a knife, if it take more than a minuet somethings wrong.
