Hi. Just about to connect the cistern and came round to fitting the filter restrictor. At first I couldn't push it in to the inlet, however it just needed a little push.
Is that normal?
More importantly, the instructions state you should cut it down accordingly, depending on the water pressure.
I don't know what pressure it is to the toilet and no gauge to measure it

What should I do?

TBH I never fit them just install a good quality fill valve eg fluid master
 
How crucial is it?
Can I not fit it without cutting it down?
I assume it will just fill really slowly if the pressure is low. Is that correct.
I can take it out later and cut it down.
 
You can try it as is and see how you get on and as you say if it's slow remove and either leave or cut down
