Our external soil drain/gulley gets blocked occassionally. On removing manhole and clearing i noticed that, what i guess is the return flow cover, is broken off and soil was going down this route instead. How would i get this repaired and properly clear the actual soil exit drain? hope someone understand this explanation as not expert on external soil drains.

ps. blockage in within my property boundary.
