AECV advice please???

I hope this is ok to post this question here. I am a site manager for a medium house builder and a problem has cropped up recently on some flats we built.
A gas safe engineer has attended to one of the flats and said that there should be a test point installed within 500mm of the AECV in the flat and so installed one whilst he was there. With that information in mind I questioned the contractor why they had not been fitted beforehand and instructed them to install throughout the rest, however the plumbing contractor has gone against their own gas safe engineer and said they aren't needed. Who is right who is wrong?

The installer is always correct.
You cannot and should not interfere , however even gas regulations are superseded by manufacturers instructions.
But that’s out of your sphere of influence. If it was my outfit on site, I would be called as it’s my operation . Don’t bother with architect etc they no nothing as usual Rob Foster aka centralheatking

Just have to think about a gas engineer carrying out a tightness test on the flat rather than the whole complex, he has to put his rubber tube on somewhere and its useful to know where it is and it is accessable, There are other test points on appliances but these are nice to have and help with fault finding. You have done the right thing.

A very commonly held opinion, but, in fact, that is wrong.

Why should he not "interfere". He is the site manager, and has a responsibility to ensure compliance.In ths case, the installer is wrong, and the RGI (GSE) is correct.

Thanks for your help guys! I will keep pressing the contractor in to having the test points fitted throughout the other flats. Can anyone point me in the direction of the reg so I can quote it to the contractor?
