By a process of elimination. With it attached the float becomes submerged. Without it it floats. So the arm has reached the full extent of its travel but the rubber stopper is not cutting the water supplyWhat makes you think it’s that?
Contact Duravit , they have spares for most things. Or see if there’s a manufacturer name on the inlet valve and contact them directly.
Plus 1 on thisPound to a penny it needs a new diaphragm washer, that arm you show is just a rigid bit of plastic - it can’t stop working, it’s either whole or bent/snapped.

Actually it turns out this is not a Duravit item. Have no idea where I can get a replacement. The inside consists of several rubber rings and a broken mesh water filter. Replacements would be impossible to find without knowledge of the items identity

Sounds like Harry Potter might be able to helpAt last. After many hours of research discovered the item is a Jomo Lokus-Pokus filling valve. And surprise surprise I can get one from Amazon. Thanks for all the comments.
