If I wanted to pump the hot water from a direct cylinder do I need to fit a Surrey flange or would the open vent mean its not necessary.
 
Surrey or Essex flange normally required. The vent is for the cylinder & will not guarantee an air free supply to your new pump
 
RTFM.

Always look at the pump manufacturers installation instructions and follow them implicitly. If you don't, you won't have a warranty.
