I have a soil pipe coming out of the concrete floor under the window I am just wondering as it’s 220 mm off the wall can I use a 100 mm misaligned pan connector then a flexy pipe with boss to use a small projection toilet all information i am grateful for experts opinions

Depends on on several things mostly how good do you want it to look and how much upheaval do you want to do?
Is drain plastic or clay? How much vertical pipe is there below floor level? Pic may be useful.
 
Go with a low level toilet that would be the best option
 
Depends on available space - could stud off the wall the appropriate amount to use any toilet you wish.
This can either be approx 1m high , to give you a useful shelf behind the toilet, or maybe up to the height of the window if that would be neater.
Otherwise , smash out the floor and alter the pipe.
 
With plastic drain and 500mm to play with,couple of hrs hard graft chopping floor up 2 slow drainage bends make good super job no boxing in and certainty no dreadful flexi.
 
I would use a small unit to hide up the cistern and then a short projection back to wall toilet roper Rhodes do one as below worked for me on this tight install . Kop
