It's got the keyless system for refilling, if that's what you mean? Blue handle underneath, much easier than the old boiler taps for flow and cold inlet. Leak isn't from that bit though, as that's the cold inlet which is to the left of the CH return.
 
My guess is it could just be a bit of flux on the pipework. That goes green if not fully cleaned. I wouldn't worry.

It should be connected to the return though, that's how it fills the heating system
