Hi i am about to do some work on my house and im having a new boiler fitted.

My old boiler has a 15mm gas pipe and the new one is 22mm gas pipe. Can you just solder in a 15mm to 22mm pipe adapter

Likely you will need the gas pipe correctly sized. Your gas Safe engineer will be able to explain this and carry out the necessary calculation. Not a DIY job
 
As above. Let your gsr worry about it.

It is both illegal and dangerous for you to attempt to undertake any work involving gas and appliances.
