Vokera Option 24kw - no system pressure control

With the filling loop disconnected and the boiler cold, the system pressure steadily over a couple of minutes rises to 3 bar. Does anyone have any suggestions as to where it could be passing over. Heat exchanger or ? any help to diagnose would be appreciated. Thanks
