Gas valve not going to low burner with a wire removed from the modulating coil, are the coils known for going? If so can you replace just the coil, or is it new GV time?
 
Try testing the coil resistances - think they should be around 5-6K , if they're open circuit they can be changed but you then might find the valve itself is sticking so better off to replace the complete unit for peace of mind
