I was going to attempt to install a Tado thermostat in to an Ecotec Pro 28 but as soon as I opened the front cover a black air flow dropped out of it.

I’m assuming this should be secured in to place? Also the black heat protection on the front cover is disintegrating. The boiler had its annual gas safety check done around 2 months ago so shouldn’t have these been picked up on then?

Any advice that I can back to the landlord with would be greatly appreciated.

You should get the engineer back to check it ASAP. Also you shouldn't take the cover off this boiler especially if it's rented.
The proper thing to do would be to turn it off and wait for engineer.
