towel rails

I know it was practised in the past but where do the regs stand these days on towel rails on hot water demand?
Is it now a no no to do this on seal system as i would prefer dual fuel myself but been asked about the other .

Would be timed on hot water timeclock as they are asking for them to be on during summer months
