I know some of you do builds and extensions along with your plumbing so some advice please.

On a permissible build can you literally do what you want as in block some of your neighbours light out?

yes all you can do is bring it up when the application goes through/is sent in
 
No right to light.

I take it when you say permissable you mean something that doesnt need planning permission?
 
Yes a build that requires no planning , however in this case the build will come right across front room window about 10 foot off it.
Previous no wall there so how does that equate?
