Can anyone help me, what make is the outside tap that comes in a "flappy" box with a lockshield head.

Interesting question. Thought I would research this. Tried Google and it came up with UK plumbing forum. What a surprise.
 
The tap you are looking for is a 'Hose Union Lockshield Bib Tap', this is the type you need a 'Key' to turn it on. The box you describe is generic and was available in the UK but it is not specific to the 'tap'. Screwfix used to stock the taps but maybe best look online for both as I hav'nt fitted either for a couple of years.

Yer know what at lockshield tap looks like, its the flappy box thats the puzzel.
