Hi there,
Just moved in house and I have walked in to one room and skirting board was missing and pipes are on show,Is there a way I can hide them,Could some one give me some ideas ? I have attached a picture to show the mess

You may be able to fix electrical mini-trunking over them else it's box them in.
Could also be cut into wall but that's a much bigger job.
 
I assume they're central heating pipes. Check them for damage before boxing in as they don't look particularly great in the pic.
 
You could put piece of timber above pipes and then pin the skirting to that
