Hot tap on bath doing funny things

Hi all, was hoping for some advice.

The hot tap on the bath is playing up. Recently when shut off it started dropping until fully strength tightened, which i can only assume is the washer needs replacing, but we are also getting a hot water problem.
The tap always seems to have low pressure, but recently it has been getting worse and it will start off warm, but go cold rather quickly.

We run off a combi boiler.

Two issues I believe. One is the boiler other is tap. Boiler requires a gas safe engineer and tap requires a refurbishing kit. Wilkinsons do one for about £2 or buy the exact same one from screwfix or plumbers merchant for £14
