Hi, Could you tell me if this is an isolating valve(I presume it is) but is it a drain also for the expansion vessel?

no sorry to say no drain on that valve

its a stand butterfly/ball valve

normally juts isolate and undo the expansion vessel from the valve

looks like its on a mains pressure set
