just a thought is there a way to know who or what company has done a service at a property or capped gas even? if no info at job btw
 
The only way would be either looking at invoices, asking the owner or looking for any paperwork left behind or numbers on the boiler
 
Is this a recently purchased house found with the gas capped?

It doesn't matter who or why it was capped, it just needs a Gas safe Registered eng to investigate and fix.

It may have been capped at the time it was first unoccupied along with the Water and electricity being shut off.
