I have had my cast iron bath re-enamelled and hav purchased new taps for it....but, the tap holes are larger than the base of the taps. Is there a skirt or collar that I can buy to cover the tap hole? if so where from?

So the tap can fit through the hole then, or the base of it ? Have you tried buying taps that do fit? would be better in the long run .

Hey dude you should have noted the size of taps before u could buy it, I dont think u can fix it with the help of a collar , the only way is to replace it with the correct dimension one.
