ive been asked to install a downstairs toilet where previously there hasnt been one ,now ive been told that planning permission is needed for this,is this correct ?,and pls be honest how many would do this without planning permission.
 
It is a Building Control Notification you need, not planning (unless its a grade 1 listed building). Straigt forward, speak to building inspector and fill in a form.

Yes I would always go through the building inspector. If you dont they can make you take it out again, plus if anything goes wrong you are not covered.
 
First time I did this was before plumbing, as a DIYer. Builder had the drain inspected. I then filled a form, Building Inspector visited when I finished and 5 seconds later went on his way again, happy.
 
make sure the cost of building control visits are taken into account if needed. I know they can be expensive in some cases.
