I want to run in pipes to new rads, bath, sink in my new extension.
Am I permitted to do this and do I need building control to inspect the completed work?

If installing a new WC you'll need building inspection but the rest just needs to be within water regulations.

The following are the water regs but don't require building inspection (assuming you're going to be doing the plumbing):

Cold pipe below hot pipe, clipped every so often (max 1.2m horizontally and 1.8m vertically?) 40mm waste pipe for bath, 32mm for basin, isolating valves before each tap, no leaks, short run as possible for pipes and various other rules, most of which you needn't be bothered about.

I bet someone else will tootle along and say I've missed one or two important ones and so be it but these are, in my view, the main points.
