water system to a hairdressing salon

Could you please advise. Im gonna have 2washing units, 1toilet with sink and 3 sinks in the rooms.
What will be the most efficient: one big water heater like Salon Master or elec showers on every sink?

Theres just electricity, for heating I will be using elec radiators I guess
somebody recommended this water heater, it's quite expensive and Im worried about my energy bills
