Recently had a repair done on a leaky tap they replaced the tap valve on my bathroom 1/4 turn taps, now the hot tap flow is slower

What my problem please and what could I do to fix? They is no areiator on my taps
 
I’m guessing you have a cylinder and a cold water tank
 
Do you know how they isolated the water? My guess is a 1/4 turn valve under basin and it‘s not opened back up properly
He turned the stop tap off for the whole House replaced the tap clvalve to stop leaking then back on its only that one tap, I'll check underneath just to make sure it almost sounds like air in system but I have no tank just a combi boiler
He turned the stop tap off for the whole House and back on after, all other taps are ok just that one he repaired replaced the tap valve o stop leaking
