I opened the isolation valve to my outdoor tap today after several weeks but no water came out of it. I opened it to see the hole blocked with some sort of white plastic disc. I pushed it opened and fitted back the tap and all was fine.

Is this white plastic bit part of the non-return valve? Did it get stuck in this closed position? Is there a way to release it without undoing the tap?

There is a small nut at the bottom of the tap. What is its use? It barely protrudes so I'm not even sure I could grasp it with a spanner.

Yes very common and with the cold weather they stick best to replace the out side tap like for like

Outside Tap with Double Check Valve 15mm x ½
 
Its only stuck bud replace it if you wish but its not serviceable really . cheers kop
 
Best to replace with a non check valve tap and fit a double check valve inside.
