Anyone know why upstairs rads are hot and downstairs only medium hot?

Evening all. I've been working at a customer's place and she asked me today why her upstairs radiators are really hot but the downstairs ones are only medium hot. I'm not entirely sure myself. The only thing I can think is that it's somehow down to the lack of TRVs on the system. There's a room stat but that's about all as far as temperature control goes. Anyone got any helpful suggestions? Stay dry all!

its a grundfos with wings its either dead or pumping red bull
