Hi all I wonder if u could answer me this

I know of a plumber repairing boilers at quite at lot of residential homes for people with learning difficulties where I work.
He is not gas safe registered, type of repairs are thermistor, expansion vessel, flow switches ect.
We have a gas check yearly my him and his mate who is gas safe registered .

Is this illegal and who is responsible to check he is ok to do this type of work.
