In investigating my new flat, I have discovered a raised wooden panel in the cupboard that houses the hot and cold water tanks. Here it is.

After taking off the top panel, there appear to be a number of valves. Here they are - both the whole thing and one close up (although they vary).

My main question is what are these things?

I hope someone can answer this! It will really help me in finding my way around the workings of my flat.
 
They maybe balancing/restricting valves,would be good to see a picture of plumbing to the right of pictures posted
 
The first one is a motorised valve without actuator on it ?
The one in the floor are balancing valves ?
Is it some sort of underfloor heating?

No, there's no underfloor heating - they are right next to the hot water tank though?
 
They are lockshield valves and have been used to balance the heating system for whatever reason when it was being installed. The shroud around the spindle is to stop you playing with it.
If the system is working ok as it is leave them.
Mark the board to indicate they are there then forget about them.

You may want to consider replacing the Ravi valve (the white valve on the HW return) for a 2 port motorised valve. They were never the most efficient things but they work fine.
 
Locksheild valves....basically don't play with em for no reason. The shroud round the edge is to stop people just playing with it.

When i said the first one was a motorised valve without actuator, it was directed at your first post.
As for the valves above, what do you want to do with them

I was just curious as to what they were! :)
