I fit a lot of ideals and changed about 5 sumps (not on my installs) they leak out of the case before any damage can be done. Only does damage if the customers just ignores the leak.
But it does annoy me that they are not acknowledging the sump issue.
Also your cylinder immersions are side entry so once you have got the immersion cracked(moving) drain it from the drain point to below the immersion level. (Scoop out any scale if there is any when you change it and make sure you get the right type of immersion for your water hardness)

Pipe 1 is a flow. Your return is the low level one with a drain valve.
I reckon you could fit a 28mm Spirotech on the return to the boiler. If it is the one with the drain off on in your second picture. The Spirotech could act as the drain off.
If you disconnect the hose from the heating side and turn on the inlet does it come out of the hose. (Prove the hose is not blocked)
If it’s not blocked, open the heating valve into a bucket to prove that opens. If that works it could be the heating gauge is faulty.
It’s possible your zone valve is faulty and stuck open.
So when your heating comes on it heats the tank aswell.
Next time the heating is on feel if the pipe above the silver box is roasting hot.
