I have Vaillant Combi Bolier Turbomax Plus 828 E.
About four years ago, the Engineer having serviced the boiler, forgot to open up the water valves of Magnaclean and problem of F22, started since then.
Not always but some times F22, appears which does not allow Hot water or Central Heating to come together.
On hot water mode no problem for hot water to come.
My heating Engineer is not sure of the problem. He thinks it could be the PUMP or DIVERTER VALVE.

One heating engineer also suggested fault could be
due to Printed Circuit Board.

What would you suggest to resolve the problem?
 
Get a different heating engineer normally quite easy fix
The pressure is 1.5 bar
Magnaclean Filter was definitly left closed. Neither we were getting Hot Water nor Central Heating.
When the Engineer came back, he turned on the inlet and outlet valves of the Magnaclean and apologised as he was not familiar with Magnaclean.
Since then it has been checked for F22 by British Gas Engineer, Scottish Power Engineer who installed External Expansion Vessel in April 2017, three other engineers plus our regular Vaillant Heating Engineer.
In 2016, Hot Water Heat Exchange Thermal Unit and Sentinel x100 Central Heating Scale Inhibitor was put in by our regular Engineer.
He thinks it could be either Pump or Diverter Valve.
Recently somebody suggested Power Flush and then replace the Pump. 14 Feb. 2019
 
The pressure is 1.5 bar

If all those people are failing to find the solution, phone Vaillant and book one of their Engineers.
