Do baxi limit the flow rate on their duo tec boilers? Namely the 40kw model. Or is just 16.4 l/m at 35 degree temp rise.

You can have more but it wont hit the 35 degree rise

Depends on the incoming flow.

For example glowworm limit their boilers with a flow limiter, do baxi do the same?

Not that im aware of. As im sure ive seen morr flow with a 30 degree rise somewhere.
Baxi tech support are good and fast - maybe worth a quick call ?

It will, or should do as it says.
Like Newcastle said, If you pass more through then you get less temp rise.
