After filling the expansion vessel to the specified pressure, water starts to come out of the over flow pipe. Does anyone know what the cause is?

Could be a number of things. Dodgy vessel, dodgy gauge, prv not seating properly. Might be best to get an engineer out

a sealed system doesn't have an overflow??
do you mean the blow off pipe?

does the water come out immediately or when the heating is on?
have you looked at the pressure then?
has the ex vessel been checked for charge pressure?
