Hi all,

Had a full central heating refit including a new hot water tank in the airing cupboard and cold water tank in the loft. Do I need anything signing off under the Water Regs please? Cheers

No but it needs notifying to building control. You gas safe registered plumber should do this for you.

Under Part L Building regulations "yes". Engineer should be a member of a competent person scheme, which allows him to self certificate for his purpose. If not? it is your responsibility as a home owner to get local authority consent and approval.
