Just recently had two rads fitted, been filled up etc.. but heating isnt working.

First of all a bit more info please ... Type of heating boiler? Make sure all your controls are turned on and calling for heat, and is there anything happening at all?

do any of the rads get hot? if not then try bleeding the pump. then check again. bleed all rads then come and tell us whats happening.

You have worded this as though somebody has done the work for you, so firstly I would say get them back. As said above could be pump, could be wirefree room stat needs resetting if it was powered off whilst rads changed!
