I'm a bit confused by these new regulations, specifically the:

Combi boiler installations must also include one of the following: Weather compensation, Load compensation, Flue Gas Heat Recovery, Smart controls.

I thought all new boilers had to be condensing for sometime now, so doesn't that take care of the Flue gas heat recovery ?
