Default Potterton Proforma flashing green power led ?

Hello
Does anyone know what this indicates :-

Potterton proforma 24 Eco He Combi ( Brand New )

Power Led flashes ( green ) about every 2 Secs no other led's light.

Pump works, pressure is right, flow round system is free and OK (both directions ), heat is on demand ( link still in place ), Rads open. Boiler doesn't try to fire. Boiler has gas and has fired up before.

This is the same situation when selecting hot water only.

Installation/User guide doesn't comment on this as being a fault state but when this fired up previously the power LED was steady.

This seems to be some type of start up state. Came back to it the following day turned it on and bingo.

Needless to say not documented.

This being the case, how on earth has this boiler been commissioned as per M/I's. Has it been flushed out on completion of installation/inhibitor added?? CORGI notified,Benchmark log completed and signed by your installer???
