Default double radiator

ive been asked about a double radiator which only heats on the front, he can get the back of the radiator to work by turning the trvs off upstairs as if forcing the water through, this only lasts for 2 to 3 weeks though before it happens again. anyone any ideas ?

Hi try balancing the system using the lockshield valves. (turn L/shields of and just open say one turn also check if pump has a higher setting but be aware might start pumping over. Monitor results. Good Luck

Is it possible that the front panel is getting sludged up? I've never come across it in just one panel but it could be.
