I can answer my own question now, just because its 1/4 turn does not mean its ceramic disc.
I had no choice but to replace the whole tap for a customer because there was no way of finding the manufacturer and when I got it home and striped it down properly, it was basicly a shiny metal disc with 2 holes in it which when turned were blocked/opened by a similar sized rubber disc. The problem with it was one side was very stiff even after lubrication.

So be warned, when buying a new tap if it say's its 1/4 turn and it looks a fairly low price then it probably wont be ceramic disc. You learn something every day.
